Dr. Gutiérrez is a senior water science and policy leader with more than 25 years of experience at the intersection of hydrological modeling, Earth observation, and international water governance. She built her technical foundation at the U.S. EPA Chesapeake Bay Program, developing watershed models and Total Maximum Daily Loads for the most complex multi-jurisdictional water quality restoration effort under the Clean Water Act in U.S. history. In 2014 she led the establishment of AmeriGEO on behalf of the U.S., and two years later she spearheaded the creation of GEOGLOWS under the Group on Earth Observations, today the world’s leading open, operational global streamflow forecasting service. She serves on the GEOGLOWS Board of Directors and the WMO Expert Team on Operational Hydrological Prediction Systems, and her leadership has been recognized with the 2019 GEO Individual Excellence Award and the 2022 NOAA Administrator’s Award. She holds a Ph.D. in Civil and Environmental Engineering from the University of Maryland and a Master’s in Public Policy and Technology from Stony Brook University.
